Gathered input from the Department of Planning, the Bureau of Building Inspections (BBI) and the Sheriff Department. Reported on other cities which have either landlord registration mechanisms or, as in Philadelphia, Education Residential Districts to handle areas of high-turnover and concentrations of student tenants.

    Description:
    Assisted Defendant's counsel, Todd J. Aschbacher on appeal. Plaintiff, Raymond Westhouse, filed a defamation action against defendant, Biondo, alleging she defamed him in letters she sent to his two employers, the Jennings police chief and the U.S. Customs Service. The trial court granted summary judgment in defendant's favor. On appeal plaintiff contends the trial court erred in finding he was a public official and thus required to show that defendant acted with actual malice in publishing letters that defamed him.  Appellate court affirmed that police are public figures in Missouri for purposes of defamation cases.
