    Mr. Frederick is correct. In most cases if you disclaim an inheritance you do not have the power to direct who it goes to instead of you. The terms of the will will determine who the disclaimed share would go to. Before you make any decisions on this I would suggest you speak with a local attorney who is experienced in probate matters in order to determine where your share would wind up if you decide to disclaim.

    Unfortunately the defense of "other drivers did it too" doesn't work. The officer decided that it would be you who got the ticket. As an out of state driver you need to consider whether the points that would accompany a guilty plea would follow you to your home state. In addition you want to consider what this may do to your insurance premium. Fighting a ticket in NYC tends to be a guilty or not guilty proposition, with no plea bargaining or lessening of charges.     Many states share license information. However, what each state chooses to do with that information can vary. A Florida Traffic Law attorney would be in a better position to advise you whether this will carry over.

    As the other answers have indicated, an international license is not a strong defense. You did not mention where you received the ticket, or what speed you are accused of driving.     Seeking guardianship is typically a last resort. If your brother still has the capacity to do so, a power of attorney is a much less invasive way to proceed. However if that is not possible petitioning the court to become appointed the guardian of his person and property may be a good option.     If the will has already been admitted to probate and you have been appointed the executor by the court then I recommend you speak with a NC estates and probate attorney to determine what steps you need to take in order to petition the court to be removed as executor. If the probate process has not started yet and you have not been appointed then the process is simpler. Contact a NC attorney to discuss your options.

    The $300 penalty you are referring to is the Driver Responsibility Assessment. If you have less than six points it does not apply. Points do not become visible on your motor vehicle report until there has been a final adjudication of your case.
