    If the executor is not following the will, you can petition to have the executor removed and have someone else put in his or her place.

    WIthout a will she is considered the administrator, having (I presume) gotten letters of administraton. An executor would be the term used if there is a will. If she is not doing what she is supposed to be doing you can petition the court to remove her and have yourself administer the estate. Depending on the circumstances it is possible to find an attorney that would receive deferred payment (I have personally done something similar in the past for example).

    It is possible. The first thing I would suggest is to go to a doctor regarding these issues to see whether that is the cause. If so, speak directly to an attorney.

    The executor (your sister) is responsible for taking care of the estate and disbursing the assets of the estate. If she is not going to do that then you might have to petition to remove her as executor. It is impossoble to tell how long the process will take, especially if you need to remove her as executor.
