Why the lawyer first? It sounds expensive.

Nope. Usually a contingent fee. Group of employees with a lawyer who has a financial interest more likely to get speedier results than investigation by governmental entity. Government budgets are tight these days. Doesn't cost you anything to consult with a lawyer to learn more about your options. You can alsays decide to go the other route.
