Thanks for the quick response! If she tells the other party's insurance company she is uninsured, will they file a police report(which would lead to suspension/impound)? Also, I've read some stories of at fault insured drivers trying to flip the blame on the uninsured party. Are there any precautions she should take to avoid this?

Can't answer that but there are some excellent CA attorneys on this site that would probably have better insight. Around here, drivers leave it up to the police at the scene to ticket folks for lack of insurance and don't really push it after the accident. Might be different if an uninsured driver caused the accident but your girlfriend is the victim here. The only suggestion I have to avoid other driver trying to change the story would be for your girlfriend to give a statement setting out her version.

An insurance carrier does not file a police report. And the requirement to file a SR-1 form (the document which eventually leads to a license suspension) applies if there is an injury or the damage exceeds $750.00. So if you girlfriend is not hurt AND the damage is less than $750, she may not get her license suspended.
