I am licensed in Florida as "INACTIVE" but in review the Florida Condominium Act, it does NOT statutorily restrict board members to unit owners (although unit owners are defined as holding "record" title) BUT the By-Laws, if properly enacted, can make non-owners eligible for board seats. This must be in your HOA documents.
