It says "Pay to the order of Without recourse Washington Mutual Bank PA" then is signed with name Cynthia A Riley, Vics President. Does this mean it is a without recourse note and they cant get a deficiency judgment?

Excuse me. What you are referring to is an endorsement on the Note*
