Not very encouraging answer, but I know you are right in how complicated it is.... I hope the saying "where there is a will there is a way" is true... ;-)

There is nothing encouraging about maneuvering between the “rock and hard place” of international law, it is costly, cumbersome and unpredictable… but it is doable.

I take doable...!
