You would file at the district court with jurisidiction over where you live. You probably should hire a lawyer, but in fact the 7th Circuit case involved a pro se petitioner, and the courts will do everything they can to help you.

How tyo file in Federal court? Which Forms to use? What address? I cannot travel - my car is stolen too. Can I file by mail?
