I am putting together a letter of grievances, that being one, that have mounted since moving here , April 20th 2012. I have so far worded it like this:
"There is consistently the odor and smoke of marijuana in the halls as well as coming from the outside. On one occasion I opened my windows, because the scent was so intense within my apartment, only to find a man smoking marijuana out the window one floor above. This is unacceptable and obtrusive. I am a sober man in recovery and this issue is inflicting emotional distress, jeopardizes the safety and security of my sobriety, and violates my right to the peaceful enjoyment of my apartment."

All of which is true.
