Does the sole jurisdiction include areas like payment out of VA benefits? (ie: contracts, entitlement, agreements, etc) I understand Courts that have "general jurisdiction" can hear cases involving subjects that are not under another jurisdiction, but I am a little clouded on this..

Like a state court can grant entitlement to someone else's VA benefits?

The state can order garnishments of the benefits but not disputes over amounts owed by the military.
