Good thorough answer but regarding your first paragraph, and I know you did not know, but the Superior Pros handed it down to D C Pros not to "prosecute" but for a plea deal only. If it does not get plead, (if I do not like the terms, language etc) then it goes back to Superior for a supposed trial. And don't get me wrong, a [misdemeanor] is better than a [felony] but blowing someone head off is certainly a serious threat. I would think THAT would qualify in anyone's book.
