You can not be enrolled in two federally recognized tribes. Federal recognition applies to US Tribes and not to Canadian tribes. There is no prohibition against being enrolled in both a US Tribe and a Canadian tribe. Canadian tribes are not considered Indian Tribes by the BIA.
