I'm in town from Virginia on business and think I was photographed tonight by a photo radar in my rental car. If they mail me a ticket in Virginia by getting my address from the rental company, then I choose to ignore the ticket as one of the option you outlined above, what is the likelyhood the state of AZ would send/hire someone to serve the "Complaint and Summons" to me personally at my residence in Virginia?
